Creates special education unit within the Office of Administrative Law; requires annual report
S 2160 (Sweeney, Oroho, Singer) Special education is a unique and specialized area of education law that requires detailed knowledge of complex rules. Under current law, administrative law judges do not need background or expertise in this field to adjudicate these cases. This results in slowdowns and inefficiencies in the system as judges try to become familiar with the law. This creates a burden to districts and families, who need speedy resolutions. Delays do not benefit students. This bill seeks to address this issue.
