Requires teachers to biennially complete two hours of professional development related to cultural competence

S 2827 (Singleton, Pou) While NJEA supports the intent of this bill, we do not support it as written. Professional development is supposed to be individualized between a supervisor and employee. Otherwise, it becomes a compliance exercise. Cultural competence needs to be infused throughout a school and district in both a top-down and bottom-up approach. Two hours of professional development does not accomplish that goal. When professional development becomes a compliance issue, it fails to encourage an educator’s professional growth and will not result in the intended outcome.
