S 57: “Emma’s Law”; requires school buses that transport students with special needs to be equipped with certain safety features

S 57 (Corrado, Bramnick) While we understand the trauma that happened to Emma, districts have significant expenses from COVID: updating HVAC systems to ensure schools are safe, hiring extra personnel, and securing other resources to help students who have experienced interrupted learning, and ensuring students receive the social-emotional supports they need. As written, the cost of this bill is unclear, as it has a very broad definition of special needs. We ask that the bill be postponed until we understand its full costs.
